On July 25, 2025, the Indian government took a decisive action by banning access to 25 Over-The-Top (OTT) platforms accused of hosting and distributing pornographic and obscene content. This move was spearheaded by the Ministry of Information and Broadcasting (MIB), which directed Internet Service Providers (ISPs) across India to block these apps and websites to curb the spread of indecent material, especially to minors.

List of Banned OTT Platforms

The platforms banned include ALTT, ULLU, Big Shots App, Desiflix, Boomex, Navarasa Lite, Gulab App, Kangan App, Bull App, Jalva App, Wow Entertainment, Look Entertainment, Hitprime, Feneo, ShowX, Sol Talkies, Adda TV, HotX VIP, Hulchul App, MoodX, NeonX VIP, Fugi, Mojflix, and Triflicks.

Reasons Behind the Ban

The MIB’s investigation revealed these platforms were involved in dissemination of explicit sexual content and pornographic visuals often disguised as erotic web series without proper moderation. The content often lacked any meaningful storyline or social message and included inappropriate depictions, some involving family relationships.

The actions were taken under violations of multiple Indian laws, primarily:

  • Section 67 and 67A of the Information Technology Act, 2000, which prohibit transmission of obscene material electronically.
  • Section 294 of the Bharatiya Nyaya Sanhita, 2023, dealing with public obscenity.
  • Section 4 of the Indecent Representation of Women (Prohibition) Act, 1986, addressing indecent portrayal of women.

Government and Legal Perspectives

Union Minister for Information & Broadcasting Anurag Singh Thakur emphasized that creative freedom does not imply spreading vulgarity or disrespecting Indian cultural values. The government aims to ensure that digital content stays within moral and legal frameworks.

Legal experts note that freedom of speech and expression in India is subject to reasonable restrictions to protect public order and morality. OTT platforms are required to exercise diligence, implement content classification based on age, and provide grievance redressal mechanisms. Failure to comply exposes platforms to legal actions including bans.

Collaborative Efforts and Enforcement

The ban was imposed after consultations with the Ministry of Home Affairs (MHA), Ministry of Women and Child Development (MWCD), Ministry of Electronics and Information Technology (MeitY), industry bodies like FICCI and CII, and experts in women and child rights.

Authorities continue to monitor platforms for any evasion tactics, such as changing IP addresses or names, to circumvent blocks. Additionally, ongoing efforts include engaging editorial boards of online platforms to prevent misuse of freedom of expression,, spread of vulgar content, and fake news on digital media.

Impact on OTT Industry

This crackdown signifies increased scrutiny and regulatory pressure on OTT content creators and providers in India. Platforms must adhere strictly to content guidelines under the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

The decision is a part of broader government efforts to protect minors and public morality while balancing creative freedoms within the digital streaming space.
